When I was in the USMC that general mandate was to stay within the Microsoft eco system. This meant a proliferation of Access databases, and .ASP web pages. The military has large numbers of full time IT people doing stuff like maintaining their ancient payroll system, and then they have all sorts of non-trained people who need to make use of the computer systems. These generally have no funding, but tend to be more innovative. I think OSS will help a lot of people in the military who don't have a budget, be able to get stuff done.
