Actually the opposite is true. The total impact energy would be about the same, but it would be spread over more area. As you know from nuclear weapons, many small impacts are far more devastating than one big one. (Also, the atmosphere would play almost no role in its breakup as it's diameter (31km) is far larger than than the denser parts of our atmosphere. It's tail end would still be sticking out while the front end was touching the surface. More likely to break up an probably loosely-bound object like a comet is tidal forces.)
